Nanshan District

Nanshan District, recognized as the birthplace of China's reform and opening-up, is strategically located in the southwest of Shenzhen. It is geographically positioned across the sea from Hong Kong yet linked by a bridge. The district spans an area of 185 square kilometers and administratively governs 8 sub-districts, with an actual managed population exceeding 2.2 million residents. As a key economic zone, Nanshan District serves as a leading hub for science, technology, and innovation. It is actively advancing the development of a world-class modern innovation district.


Robust economic development
In 2024, Nanshan District achieved a GDP of RMB 950 billion, with tax revenue surpassing RMB 210 billion. The district has consistently ranked first among the top 100 districts in China in terms of comprehensive economic strength. Nanshan District is the cradle of Fortune Global 500 corporations, including Huawei, Ping An, China Merchants, and Tencent, in addition to industry-leading enterprises such as ZTE and DJI. The district is home to over 600,000 market entities across various sectors and hosts 217 publicly listed companies, representing the highest concentration of such entities nationwide.


Active innovative and entrepreneurial initiatives
With the full implementation of the "Fertile Soil Initiative", Nanshan District's R&D expenditures account for nearly 30% of Shenzhen's total. The district records 676 invention patents per 10,000 residents. Moreover, the district hosts Xili Lake International Science and Education City and National High-tech Zone. More than 50% of Shenzhen's high-level talents are concentrated in Nanshan, alongside renowned academic institutions such as Shenzhen University and the Southern University of Science and Technology. Additionally, the district has successfully incubated 310 "Specialized, Refined, Differentiated, and Innovative" (SRDI) "Little Giant" enterprises and houses over 2,700 SRDI small and medium-sized enterprises (SMEs) and over 5,500 state-level high-tech enterprises, with over 1,400 companies specializing in artificial intelligence (AI) and robotics. This ecosystem fosters a synergistic industrial landscape that integrates influential large-scale enterprises, numerous SMEs, and pioneering startups.

Nanshan District has harnessed the collective strength of the entire region to build a borderless city with greater global influence. The district has enhanced the "1+4+N" industrial capital policy framework, introduced the "3×3" virtual park service matrix, and implemented the "Six Ones (one person, one room, one table, one payment, one scene, and one service)" Action Plan for innovative and entrepreneurial initiatives. Furthermore, the district hosts Benchmark Chambers International & Benchmark International Mediation Center (BCI & BIMC), China's first extraterritorial legal inquiry platform. It has been recognized as a "Pilot County for the Construction of a National Strong Intellectual Property County" and has taken a leadership role in establishing a global service center.
