Shenshan Special Cooperation Zone

Urban construction
The Shenshan Special Cooperation Zone (Shenshan) was officially established in December 2018. Located at the easternmost tip of the Guangdong-Hong Kong-Macao Greater Bay Area, it serves as an “exclave” extending eastward from Shenzhen, functioning as Shenzhen’s 11th district and a strategically significant “special zone within a special zone” under China’s national development plan. Shenshan has a total land area of 460.41 square kilometers—equivalent to three Nanshan Districts of Shenzhen. It has a vast maritime territory spanning 1,802.03 square kilometers. With only 6.8% of its land being developed, Shenshan retains boundless potential for future growth.

 

Transportation
Shenshan is forging ahead with its holistic “high-speed rail + expressway + port” transportation network to establish the Greater Bay Area’s Golden Corridor and bolster the development of a world-class automotive manufacturing hub. The zone is creating this multi-dimensional transport system to integrate into the Greater Bay Area’s living circle within one hour.

The existing Xiamen-Shenzhen Railway provides 50-minute access to Shenzhen Futian Station and 70-minute to Hong Kong West Kowloon Station. The under-construction Shenzhen-Shenshan High-Speed Railway and Guangzhou-Shanwei High-Speed Railway, set to open to traffic in 2027, will enable travel to Shenzhen Nanshan in 30 minutes and Guangzhou in 1 hour. The Shenshan West Expressway, with 8 lanes in both directions, allows reaching Shenzhen directly in 1.5 hours, while the second Shenshan Expressway is currently under planning. The Xiaomo International Logistics Port, with a planned annual throughput reach of 75 million tons, will connect with Shenzhen's port cluster for direct RCEP market access.

Shenshan is accelerating its integration into the Greater Bay Area’s 1-hour living circle, offering solid support for industrial relocation, talent settlement, and regional win-win development.

 

Industrial development
As a major recipient of Shenzhen’s industrial relocation, a key destination for major industrial projects, and an incubator for high-quality development in eastern Guangdong, Shenshan has set its goal to build a world-class automobile manufacturing city across the entire region, gradually showing a strong momentum of development. In 2024, Shenshan's regional GDP reached 24.215 billion yuan, surging 74.2% year-on-year, leading Guangdong province in growth rate. The secondary industry contributed 77% of the total economic output, with value-added from industrial enterprises above designated size growing by 207.5%. Notably, the automotive manufacturing sector saw its value-added surge by 621.1%, with the new energy vehicle industry engine driving at full speed.

Shenshan has strategically built a modern industrial system with “one main industry and three supporting industries”: with new energy vehicle industry as the mainstay, supported by new energy storage, new materials, and intelligent manufacturing equipment industries.

The new energy vehicle industry has formed a complete industrial cluster led by BYD, with prominent enterprises including BeijingWest Industries, Lear Dongfeng, and Gecko Technologies engaged in complete vehicle production and component manufacturing.

In the new energy storage sector, GCL’s world’s largest energy storage base combined with GEM’s circular economy industrial park is creating an integrated demonstration zone for comprehensive wind, solar, hydrogen and storage solutions.

The Shenshan High-end Electronic Chemicals Industrial Park, being Shenzhen's first and South China's only specialized zone for advanced electronic chemicals, focuses on supporting the electronic information and new energy vehicle electronics industries, addressing critical domestic challenges in integrated circuit and semiconductor materials.

In intelligent manufacturing, LK Group's 10,000-ton die-casting machines lead the global market, while Xiankong Technology's industrial robot systems serve major clients including Tesla and BYD.

 

Ecological development
While achieving rapid development, Shenshan remains committed to its "ecological priority, green development" principle. Boasting 75% forest coverage and 69.8 kilometers of coastline, the zone has established an ecological framework that harmoniously integrates mountains, sea, lakes, farmland and urban areas.

As China's first new district to implement sponge city standards across its entire territory, Shenshan leverages the 4.4-million-kilowatt Red Bay offshore wind power project to provide clean energy for its "green-powered vehicle manufacturing" initiative.

The zone connects its ecological resources through greenways and country trails, including the 25-kilometer "Zhenmei Greenway" and Da'an Village in Chishi Subdistrict - recognized as one of China's Beautiful Leisure Villages. These developments exemplify Shenshan's vision of creating an eco-friendly, livable and business-friendly garden city model.

 

Scientific development
Looking ahead, Shenshan is poised to accelerate toward its vision as a world-class automotive manufacturing hub through a dual strategy: deepening its comprehensive new energy vehicle supply chain to attract core component manufacturers and smart connectivity technology firms, while expanding its advanced capabilities in new energy storage and high-end electronic materials to overcome critical semiconductor bottlenecks and establish a national-level strategic emerging industrial cluster.

The zone's transportation infrastructure will undergo continuous upgrades—with the 2027 opening of the Shenshan and Guangshan high-speed rails, complemented by the 100-million-ton Xiaomo International Logistics Port, creating an open hub with "30-minute access to Shenzhen, 1-hour connectivity to Guangzhou, and direct reach to RCEP markets."

Shenshan will transform its ecological advantages into carbon competitiveness by scaling up Red Bay offshore wind power and exploring hydrogen energy applications, driving the integration of "zero-carbon factories" with its garden city model. This strategic approach will ultimately position Shenshan as the Greater Bay Area's new strategic frontier for industrial transfer, technological innovation, and green development.
